Add "View Effects" command to Effects menu

CorelDRAW effects is useful with non-destructive options but some users can not find how they manage effects. Effects management is existing on the Properties Docker but some users can not find it. If there will be "Show Effects" or "Manage Effects" command on the Effects menu that open the Properties Docker Effect Section then it would be useful.
