file -> export -> hpgl from rgb color space has wrong pen numbers

When I export the 8 supported colors via file -> export, choose plt - hpgl plotter file

The black colored line comes out as brown

The brown colored line comes out red

I used rgb 0,0,0 for black

i used rgb 165,42,42 for brown (this is what the internet said was brown)

exported file cleaned up and ordered left to right

I have attached the colors rgb.cdr (renamed with docx extension) and colors rgb.plt that I created and exported

Works fine if I use cmyk color space and colors.
