I am looking for a way to make layered art boxes. Has anyone tried this is Corel Draw? If not can anyone recommend a substitute program? I want to take a photo, create several layers, and end with a 3D effect.
Corel PHOTO-PAINT (included with CorelDRAW Graphics Suite) is a professional bitmap image editing application. It supports layered bitmaps. In Corel PHOTO-PAINT, use the Objects docker to manage your bitmap "layers" (called "objects" in Corel PHOTO-PAINT).
And if you want to work with a combination of photo (bitmap) and illustration (vector) content, use CorelDRAW to compose your design, with the Objects docker in CorelDRAW providing access to the layered structure of the design document.

You can create new objects (image layers) from a mask, or from imported bitmaps, and work with advanced tools to edit the appearance of individual objects and the stack. See "Working with Objects" in the Corel PHOTO-PAINT (Windows application) Help for more information.
