Contour tool in CorelDRAW Standard

Contour is an essential part of signmaking...(vector cutting)... Why has it been removed from Corel Draw Standard ???? Is it just to force customers to buy the FULL version by leaving out ESSENTIAL function ?

    corel draw standard cannot produce a contour cut line for producing printed lettering or shapes. ideally, you would create a contour cut line about 1.5mm outside of the printed area. please explain to me how i can do this in corel draw standard.... It does not have a contour tool
