Could the Cut tool be more like the cut tool in Windows
In windows, Cut means that the original gets removed from the source and placed in another place whereas copy makes a copy.
In Coreldraw, cut and copy seem to have the same function. Is there any difference?

Assuming that you are referring to the Cut to Clipboard (Ctrl + X) functionality - this is actually working in CorelDRAW as you describe it for other Windows applications.
When you cut (Ctrl + X) a selection (selected object(s)) it disappears from the original document (stored in the Clipboard for use right after). Pasting (Ctrl + V) will place that selection again - in the same place as before when you haven't switched to a different file or page or application (the clipboard can be used across applications).
