Align and Distribute shortkeys should open the docker, if minimized, not remove alignment from it

When the Align and Distribute tab is already added to the docker but the docker is minimized, the key combination (CTRL+SHIFT+A) removes the Alignment tab from the docker. This is entirely unreasonable. It is far more likely that you want to make the docker visible with the Alignment tab displayed than to hide the tab from the minimized docker. The current behavior only leads to confusion and having to press the key combination a second time.
