CorelDRAW needs getting bleed values from document bleed values during exporting PDF file. Please add "Document bleed settings" on PDF export settings.
Did you look attached image on my post? CorelDRAW does not get document bleed when exporting PDF. Users should input bleed value as manual each time. Is that clear?

When you export PDF files, there is a [settings...] botton for you to open the dialog for your request.
This option exist for a long long time, as I knew, CorelDRAW 5 supported already.
