Whilst it is easy to add or remove tools, I use (for eg) the contour tool far, far more often than the drop-shadow tool. I don't want to lose the drop-shadow tool though, which means I cannot remove it, so it stays top of my tools list. I therefore have to always click past the drop-shadow in order to access the oh-so-often-used contour tool.
As a few users commented in this idea post, you can customize the CorelDRAW UI (on Windows) to your personal preferences.
To change the order of appearance in a toolbar (e.g. the dropdown in the Toolbox where the "Shadow" tool is the default tool) simply press the ALT key, then drag and drop the tool you want to move (e.g., the "Contour" tool) to the desired location (e.g. make it the top entry in that dropdown).
To remove an item, hold the ALT key and drag it out of the toolbar.
Note that your changes will be stored to your personal workspace when exiting the application - at next application launch the new custom settings will still be there.

Any of the icon/tools you see can be drag & dropped holding the ALT key first, drag to wherever and hold CTRL then drop it. To remove, hold ALT and drag out.
A new toolbar is the way to go. Just remember to save your settings
Try creating a custom toolbar.
Click Command Bars inside Customization after that click on New
Type inside the name and then press on Enter
Somewhere inside the workspace, our newer toolbar will have appeared, although it could be complex to see as it is any tiny box along with X in the right corner's top. We should move the dialog box of Options to a side and click on OK for closing it in an order to define the newer toolbar.
We can drag this toolbar everywhere we wish inside the workspace. We suggested left it floating over the page's left side while we include the commands into it. We can dock it later.
