Make effects use vector parameters and rendering instead of bitmaps

Most programs have today great vector effects that Draw don't provide

The Non-destructive bitmaps effects is, of course, a powerful tool, but we need also powerful Vector Effects.

For example, update the following tools to be vector-based effects:

• Bevel

• Inner shadow

• Outer Glow

• Inner Glow

• Outer shadow

• 3D

• Gradient Overlay
