when selecting text, if you change to the shape tool (the one that is used to edit the shape of a line using nodes) there is a widget at the bottom left and right of the selected text that you can drag to optically adjust kerning. Is this what you were talking about or did i not understand the request?
Depending on your definition of optical kerning, or your intended use for such a feature, I've developed a macro tool that may suit your needs. It performs ADA compliant letter kerning to artistic text. When used for laying out tactile text it can be set to provide consistent 1/8" spacing between each letter - regardless of the font or letter case. You can also adjust the settings to give you greater flexibility with the letter spacing. I put together a video demonstrating its capabilities.
