Tools by shortcut

Creating custom tool bars that are activated ready to display depening on selected tool but dont display until shortkey is activated.
i.e
When working with say the freehand tool. I may have a custom tool bar that contains
1. pick tool
2. Shape tool.
3. Polyline tool

When I hold down say Ctrl + Right click mouse, then the tool bar appears at the point where the mouse is located.. when I select a tool, then it disappears.

This would speed up work flow..
