Ability to turn off linked callout feature in Corel DESIGNER

I want to be able to create callouts that are not automatically linked or "stuck to" the original starting point. I should be able to move the callouts around at will, as it worked in older versions of Corel Designer. In the latest releases, if the start of the callout (arrowhead or leader line) is positioned over a bitmap background or near a line or other vector object, the arrowhead or leader line will stick to that starting point and cannot be moved. The only workaround I've found is to select each individual callout and choose "Break Callout Link" from the property bar. This is very time consuming and shouldn't be necessary.
